525 A0018 Archives of Manitoba L.B. Foote   A large crowd of protestors on Main Street in front of the Union Bank building (right background), 1919 General Strike, Winnipeg, Manitoba.  This "silent parade" was called by returned pro-strike soldiers in defiance of Mayor Gray's ban on parades. A noisy meeting had been held at City Hall the night before. The mayor feared lest violence erupt if Specials fought with this parade, since there were soldiers on both sides. The demonstrators declared that they would hold the parade. It was exactly the catastrophe the Strike Committee had been trying to avoid since May 22, 1919.  TransportationWinnipeg General StrikeWinnipeg Streets 1919, June 21

528 A0018 Archives of Manitoba     Liberal Premier T.C. Norris (Left), And His Minister Of Education, R.S. Thornton. Their Party Had Come Into Office In Manitoba In 1915 On An Election Promise Of "Purity In Politics", Defeating A Notoriously Corrupt Government. They Instituted A Whole Set Of Reforms, Though These Were Very Wasp In Tone And Often Worked Against Ethnic Interests ; Compulsory School Attendance, Higher Education Standards, An Independent Civil Service, Woman Suffrage, Temperance Laws, Mothers' Allowances For Widows And Deserted Wives, Improved Workmen'S Compensation, Factory Inspection And "Fair Wage" Arbitration. In 1919 They Were Preparing To Set Up A Joint Council Of Industry Along British Lines. However, Labour Union Leaders Demanded Less Paternalism And More Bargaining Rights To Be Exercised By The Workers Themselves. The Norris Reforms Dared Not Go So Far, And Gradually Support For Them Diminished As Opposition Hardened On Both The Right And The Left  LabourPersonalitiesUnionsWinnipeg General Strike 1919, June

519 A0018 Archives of Manitoba A.K. Gee   Strike scene at Portage and Main, Winnipeg, Manitoba at 2:30 P.M., 10 June, 1919.  An anti-strike alderman later testified to the Robson Royal Commission on the strike that special police were set out on the occasion shown in these photographs, to "test" who had "control of the streets". The day before, Mayor Gray had fired the City Police force. Two specials acting as traffic cops replace the familiar bobbies on this corner. They were heckled by pro-strike bystanders and men from the nearby pool hall above the CV cafe. After two hours, the gathering crowd blocked all traffic. The cars shown here may well belong to the Citizen's Committee Headquarters just to the south of the intersection. Only the well-to-do drove cars, and they were used to transport strikebreakers, Royal Northwest Mounted Police, and army officers or the Mayor Gray, who rushed to the scene.  TransportationWinnipeg General StrikeWinnipeg Streets 1919, June 10
